Energy access used to be defined as whether a household has access to electricity or not (UN GTF). But this disregards the quality of the access. There are cases where households, especially in rural areas, only have supply for a couple of hours in a day. As seen in Fig <>, a lot of NPC-SPUG areas don’t generate electricity for 24 hours. In SPSB’s definition on underserved, frequency of interrupted service is also consideration for underserved.
In 2013, the World Bank’s Energy Sector Management Assistance Program (ESMP) introduced the multi-tier framework which tries to address the classification of energy access. In that report, instead of having a binary classification of access or no access (similar to served or unserved areas), they proposed a 6-tier classification based on capacity, duration, reliability, quality, affordability, legality, and health and safety.
If the Philippines adopts the MTF, this can show a more realistic quantification of the country’s electrification level.
